Is it the manager who saw something cool at a conference and now insists that you make it happen without resources? Is it the policy wonk who tries to micromanage every document? Is it the vendor who says you have a new problem every time he has a new product to sell?
If you are the IT admin / department staffer, then it doesn't really matter what the answer is. Ultimately you are the one who owns the network. You get the alerts, you get the phone calls, you get the sleepless nights, regardless of who caused what.
